Who needs Oil Pollution Prevention Plan Training?

To help prevent and combat oil spills, the National Oil Spill Preparedness and Response Regime, commonly referred to as the regime, requires all oil handling facilities to have an Oil Pollution Emergency Plan, or an OPEP, in place and for all ships to have a Ship Oil Pollution Emergency Plan, or a SOPEP, in place.
